Gary---Play in the pedal box would be one reason for the clutch not
disengaging. This would be due to the clutch Master cylinder not pushing
enough fluid down to the Slave Cylinder. Easy enough to check for this
play, and not too difficult to correct. You'll have to get your head
down there to see if there is play between the pedal arm, clevis pin,
and MC pushrod. Also check the shaft (bushings) that crosses both
pedals. 

I take it to mean that you had your fork pinned during the last repair.
Chances are good that the culprit isn't from broken pin(s), and the
disengagement difficulty starts at the pedal box.
