It is a "convertible" boot cover used when the hardtop is fitted. When
the hardtop is installed and the soft top is left in place, this boot
cover snaps along the back shelf of the hardtop and covers the soft top.

Mine acts a bit as a parachute, so I don't use it for the "soft top
only" down mode. I have two, one for soft top only, and the one you
mention for "hardtop installed with soft top in place".

I have a boot cover that appears original on my 76 TR6. It has an extra 
layer of vinyl sewn onto it like a pocket of some sort all the way
around 
the part that snaps to the car. I've had several 6s and have never seen
this 
before. Has anyone else seen this and if so, whats it for?
