Cliff---When I applied new Union Jacks to my (recently painted) fenders
I spritzed on a film of water on the paint. This allowed positioning the
decals to the correct 1/2 inch from the side marker tail light chrome.
It should also be centered horizontally between top and bottom of the
markers. 

Squeegy out the water from the center out, when you are happy with its
location.
